Since 1994, Cecil Partnerships for Children, Youth and Families, Inc., has been the Local Management Board for Cecil County, responsible for the planning and implementation of programs to serve the community. By combining State, Federal and Local funds, we have collaboratively developed innovative programs that address the needs of our county’s children, youth and families.
As Cecil County’s child and family planning agency, Cecil Partnerships has been the catalyst among child-serving agencies and organizations to seek interagency collaboration, program accountability, and local decision-making authority.

 Who Are We?
Executive Director

Cynthia has been with Cecil Partnerships since 1998. She has been a fundamental part in assisting the organization to thrive, even through the lean times of budget cuts. Keeping Cecil Partnerships’ office centrally located in Elkton has always been proven to be valuable in continuing the strong, collaborative efforts with our partners. Very passionate about her work, seeking new sources of funding, and continuing to monitor and create innovative programs to meet the needs of Cecil County families continues to be a priority. Cecil County has an extremely diverse population and our unique location alone makes us unlike any other jurisdiction in Maryland. We are the only county that is part of the Wilmington, Delaware/New Jersey/Maryland primary metropolitan area. With a dedicated staff and committed Board of Director’s, Cecil Partnerships continues to excel in making positive changes to strengthen our families and our community. |
Office Manager

Lori has worked at CPCYF since June 2008. Lori is a vital part of the day to day functioning of CPCYF. She works with all staff members to help them with their daily tasks. Lori is in charge of assuring that the office runs smoothly and efficiently. |
Systems of Care Specialist

Sunshine Gibson has been the Systems of Care Specialist with CPCYF since December 2008. She provides support to the Local Coordinating Council and is involved in the development of community based projects that foster the principles of CPCYF. She also facilitates the progress and delivery of a coordinated system of care for youth with intensive mental health needs that connects families with community base and culturally appropriate services. |
Program Specialist

Kristina began with Cecil Partnerships in June 2009. She has a background in Applied Anthropology and has worked in the fields of education and health research. At Cecil Partnerships, Kristina manages grants relating to youth health, positive youth development, and crime prevention. She is also in search of new and innovative programs and funding sources to benefit children, youth and families in Cecil County. |
Fiscal Manager

Karen had worked for a national mortgage company in New Jersey for 13 years before moving to Maryland 5 years ago. She was a stay-at-home mom and though her two young kids kept her quite busy, she was able to manage the finances for a real estate partnership and is currently the treasurer of her Homeowner's Association. She handles all Accounts Payable and Receivable and keeps the books balanced. She looks forward to using her financial skills to contribute to Cecil Partnerships' mission. |
