Cecil Partnerships Mission

The mission of Cecil Partnerships for Children, Youth and Families (CPCYF) is to promote the existence of a quality service delivery system for Cecil County children, youth and families through a comprehensive planning process that emphasizes interagency collaboration, accountability, and citizen involvement with local decision-making authority.


What is Cecil Partnerships?

Since 1994, Cecil Partnerships for Children, Youth and Families, Inc., has been the Local Management Board for Cecil County, responsible for the planning and implementation of programs to serve the community.  By combining State, Federal and Local funds, we have collaboratively developed innovative programs that address the needs of our county’s children, youth and families.

As Cecil County’s child and family planning agency, Cecil Partnerships has been the catalyst among child-serving agencies and organizations to seek interagency collaboration, program accountability, and local decision-making authority.


Vision of Cecil Partnerships for Children, Youth and Families

We focus on early intervention and prevention programs because we believe they divert youth from more risky behaviors.  Our goals are to:

  •         Promote safe, healthy, educated, and independent families.

  •         Provide opportunities to support and improve parent, youth and child development.


Cecil Partnerships Guiding Principles

  •         All community members will be treated with respect and dignity.

  •         CPCYF will provide opportunities for family growth and emphasizing parental choices and family decision-making.

  •         CPCYF will recognize the diversity of individual and local community diversity as strategies and plans are implemented.

  •         CPCYF will provide leadership in blending local goals and objectives and setting measurable outcomes for the local service delivery system.
